The Short Answer

If your WhatsApp number starts with +55 (Brazil) or +62 (Indonesia), NagMeLater cannot deliver reminders to you. Not slowly, not sometimes. Not at all.

This is not a bug on our side, and it is not something we can fix by trying harder. Since 15 September 2025, WhatsApp does not allow a business outside those two countries to send messages to users inside them. Our number is Indian, so every message we address to a Brazilian or Indonesian number is refused by WhatsApp before it ever reaches a phone.

If you signed up and nothing ever arrived: you did nothing wrong, and your reminders were saved correctly. They simply could not be delivered. The rest of this page explains why, and what we have done about it.

What Meta Actually Restricted

WhatsApp calls this a cross-country messaging restriction. It took effect on 15 September 2025 and it works in both directions:

  • A business outside Brazil or Indonesia cannot message users inside Brazil or Indonesia.
  • A business inside Brazil or Indonesia can only message users in that same country, and cannot message anyone abroad.

It applies to every message category. This is the part that surprises people who have read about WhatsApp's marketing rules: the restriction is not about promotional content, frequency, or quality ratings. A reminder you explicitly asked for, addressed to you personally, inside a conversation you started, is refused exactly like an unsolicited advert would be. There is no category of message that gets through.

When our server tries anyway, WhatsApp answers with error code 130497. Meta's own error reference describes it as: "The WhatsApp Business Account is restricted from messaging to users in certain countries." That is the whole conversation. The message is never queued, never retried into existence, and never delivered late. It is rejected.

Meta has not published a page announcing this restriction, and has not published a date for lifting it. What is documented publicly is the error code itself and the guidance that allowed destinations depend on your account. The country specifics are consistent across every messaging provider that has written about it, and they match exactly what we measured on our own account.

What It Looked Like From Our Side

We did not discover this from a policy page. We found it in our own delivery data on 1 August 2026, while auditing roughly 2,500 outbound messages.

Every message we had ever addressed to a Brazilian or Indonesian number had failed. Not most. Every one.

  • 26 messages attempted to those two countries
  • 26 refused with error 130497
  • 0 delivered, ever

Behind those 26 failures were real people. Seven accounts: six in Brazil, one in Indonesia. The earliest signed up on 14 June 2026, the most recent on 2 August 2026. Between them they had set 15 reminders.

Ten of those reminders are recorded in our database as sent. They were not. That is a detail worth being precise about, because it explains why this went unnoticed for so long: when WhatsApp permanently refuses a message, our scheduler marks it handled so it does not retry forever. From the inside, the system looked like it was working. From the outside, nothing ever arrived.

What It Looked Like From Your Side

This is the part we are not going to dress up.

You messaged a reminder bot. It replied instantly, because inbound messages from you to us are not restricted. It confirmed your reminder with a date and a time. Everything looked right.

Then the reminder came due, and nothing happened. No message, no error, no explanation. If you set a second one, the same thing. And the whole time, your seven day free trial was running down, being spent on messages that were incapable of arriving.

If you concluded the product was broken or that we were careless, that was a reasonable conclusion from the evidence you had.

Why We Could Not Simply Tell You

The obvious question is why we did not send a message explaining the problem.

Because that message is blocked by the same restriction. The only channel we have to reach you is the one that does not work. We cannot apologise, warn, or explain over WhatsApp, because the apology, the warning and the explanation are all messages from a business outside Brazil to a user inside it.

That is why this page exists, and why our founder shares the link personally from his own number rather than through the product. A personal WhatsApp account is not a business account, so it is not covered by the restriction.

What We Changed

We cannot make delivery work. We can stop the situation being worse than it needs to be, so as of August 2026:

  • The free trial is not charged. A message that cannot arrive no longer counts against your trial. Previously it did.
  • We stop attempting delivery. The scheduler retires due reminders for these numbers instead of firing them into a wall. Each attempt cost an API call and produced a failure alert for nothing.
  • Campaigns exclude these numbers entirely. No re-engagement message can be aimed at somebody who cannot receive it.
  • Affected users are visible to us. Our internal dashboard now shows this group explicitly, so it can never quietly grow again.

Your account and your reminders are untouched. Nothing was deleted. If the restriction is lifted, everything scheduled is still there.

The restriction list is a configuration value, not hard coded. The day WhatsApp lifts this, turning delivery back on is a one line change with no code release.

Can This Be Fixed, and When?

Honestly: not by us, and we do not know when.

There is one documented route by which a business account can have cross-country messaging unlocked, which involves scaling up through WhatsApp's messaging limit tiers to the 2,000 recipient tier. Providers who have written about this report two important caveats. It can take up to 30 days to take effect after the tier is reached, and it may still not permit messaging to Brazil and Indonesia specifically, because those two countries are subject to the separate restriction described above rather than the ordinary per-account limits.

We are not going to promise you a workaround we have not verified. If we reach that tier and delivery to your country starts working, this page will say so, with the date.

What we will not do is keep you on a trial for a product that cannot serve you, or send you upgrade prompts. Neither would be honest.

What You Can Actually Do

Three real options, in order of how well they work.

1. Use a number from another country, if you genuinely have one. The restriction is on the number, not on you or your location. A WhatsApp account registered to a number outside Brazil and Indonesia receives reminders normally. This helps if you already hold such a number. Please do not buy one for this: it is not worth the money or the hassle.

2. Use something that does not depend on WhatsApp delivery. Your phone's built in reminders and calendar apps have no such restriction and cost nothing. We would rather tell you that than have you wait for us. A reminder that arrives from a tool we did not build is still a reminder that arrived.

3. Tell us to notify you if it changes. Reply to the person who sent you this link and ask to be told if delivery to your country ever opens up. We keep that list short and we will not use it for anything else.

The Summary We Would Want

A WhatsApp reminder service is only as good as WhatsApp's willingness to deliver the message. For most of the world that is not a meaningful caveat. For Brazil and Indonesia, since September 2025, it is the whole story.

We are sorry it took us until August 2026 to notice, and sorrier that the way you found out was your reminders simply not arriving.

Frequently Asked Questions

Why can I message NagMeLater but it cannot message me?

The restriction applies to messages sent by a business account, not to messages you send. Your messages reach us normally, which is why the bot replies instantly and confirms your reminder. The reply you see is part of the same conversation you started. A scheduled reminder sent hours or days later is a separate outbound message from a business, and that is what WhatsApp refuses.

Is this a NagMeLater problem or a WhatsApp problem?

A WhatsApp problem, applied to every business messaging service equally. It is not specific to us and it is not something a competitor has solved.

What is error 130497?

It is the WhatsApp Cloud API error returned when a business account is not permitted to message users in a particular country. Meta's error reference describes it as the WhatsApp Business Account being restricted from messaging to users in certain countries. For Brazil and Indonesia it is returned for every message category, including messages the user explicitly requested.

Will my reminders be delivered if the restriction is lifted?

Reminders scheduled for a future date will be delivered normally once delivery works again, because nothing was deleted. Reminders whose time has already passed will not be resent. We do not send stale reminders, since a nudge about something that was due last month is noise rather than help.

Was I charged for a service that could not work?

Nobody in Brazil or Indonesia has been charged for a subscription. The seven day free trial was being consumed by messages that could not arrive, which we have since stopped. If you did somehow pay for NagMeLater from an affected number, contact the founder directly and it will be refunded.

Does this affect anyone outside Brazil and Indonesia?

No. The restriction covers those two countries only. Users everywhere else receive reminders normally, and the audit that found this checked roughly 2,500 outbound messages across all destinations.

Can I use a Brazilian or Indonesian number if I travel abroad?
